Beaudesert town centre suffered from flooding impacts, lack of community space, inadequate parking and numerous heavy vehicles. Redfrost aided Council through project management and construction administration to deliver major stormwater upgrades, traffic improvements, parklands, amenities and playgrounds, providing a high quality community space which welcomes residents and visitors, while encouraging heavy vehicles to use alternative routes, supported by grants from the Queensland and Australian Governments.

This project achieved significant industry recognition by winning Public Works Project of the Year at the 2025 IPWEA-QNT Excellence Awards. Project scope included major brownfield stormwater upgrades, new and upgraded urban roads including earthworks, pavement construction and asphalt, roundabouts and raised pedestrian crossings, off-street parking, bio-retention basins, major, complex relocation of live sewer, water, power and telecoms services, footpaths, lighting, relocation and extensive renovation of a timber building, new public amenities facility and playgrounds , amphitheatre and associated stage structure, hard and soft landscaping, and public artworks.

Redfrost’s scope included design management, service relocation coordination, community consultation, tender administration, construction management and contract administration.

Head Road was initially damaged during the 2019 bushfires and sustained further severe damage in the March and May 2022 rain events, rendering the road inaccessible. Guardrails and culverts were fire damaged followed by a series of landslips, tree falls and scour damage in steep, mountainous terrain.

The reconstruction works enabled the reopening of the road after a significant closure and increased the resilience of Head Road reducing the likelihood of future closures. This will improve access through to New South Wales for local residents, businesses and visitors. This project was funded under the Disaster Recovery Funding Arrangements.

Redfrost managed the DRFA damage assessments, submissions and acquittals, extensive investigation and design management covering challenging landslip sites, construction procurement including tender preparation, evaluation and award, as well as contract administration.

This project involved the replacement of an existing 180 metre damaged causeway with a 180m bridge across the Stawell River on Yan Yean Burleigh Road.

The new bridge provides a deck level 2.5m above the existing causeway significantly improving resilience during flooding. The new bridge was constructed off alignment providing minimal impact to the community, particularly following flooding during the construction phase.

This project was funded under the Disaster Recovery Funding Arrangements (DRFA) and our team played a key role in the optioneering phases to ensure that all project costs were reimbursed through the DRFA.

Redfrost were engaged to project manage the preliminary planning phase, including design flood assessment, geotechnical investigations and production of concept design drawings and technical specification. The project management continued to include the procurement of the design and construct contract including peer review of the design, contract administration, construction management and site inspections.

The existing structure which crosses Mountain Creek along Richmond Woolgar Road sustained partial damage to the culverts and batter protection from flood waters.

Our team was engaged to provide project management of the design phase as well as the construction phase. This included a Development Application compliant against the SDAP State Code 18 for Waterway Barrier Works.

The design incorporated the replacement of 3 x 1350mm RCP’s with two 1800 x 3000 mm RCBC’s with a 3.8m spanning slab. The culverts were removed and replaced with only 20m of the deck slab replaced from the 80m long causeway. New batter protection was constructed over the existing failing batters to minimise impact to the existing structure. The new culverts included fish baffles to the wingwalls and inside the culverts.

Redfrost provided Superintendent services for contract administration and site inspections.

Redfrost have been involved in Black Spot Program funded projects across the Scenic Rim Region. The Black Spot Program targets known and potential high severity crash sites at specific locations. These projects have included guardrail, road and intersection upgrades and a new roundabout in Munbilla, Beechmont and Beaudesert areas.

Scope of works has included major services relocation, sealed roadworks including road realignment and geometry improvements, guardrail construction, bulk earthworks, stormwater upgrades, linemarking, signage and lighting upgrades.

Redfrost have project managed design and construction phases which has included design procurement and management, construction procurement involving tender preparation, review and evaluation of tender submissions and award through to contract administration and onsite inspections. Our team also carried out funding department reporting as well as successfully gaining variations for both additional scope and costs.

Scenic Rim Regional Council has significant local industry and the need to create and maintain a sustainable and safe road network to service these industries is constant.

Redfrost managed the design, construction and program reporting of Tarome Road culvert upgrade under Round 6 of the Heavy Vehicle Safe and Productivity Program. The design included horizontal and vertical geometry improvements for heavy vehicles and replacement of the existing culverts.

Under Round 7 of the Program, Redfrost prepared the successful funding applications to upgrade sections of Kerry Road from single to double lane, including replacement of a low level single lane bridge with a two-lane concrete bridge with a significantly higher load capacity. Redfrost are now managing the design and construction for Round 7.

These upgrades will provide reliable, safer access for local producers, livestock owners, residents, emergency services and the large number of tourism visitors to this region.

Scenic Rim Regional Council is significantly affected by regular flood events and this can have a severe impact on the large number of timber bridges in the region. Redfrost have managed the preparation of successful grant submissions under Round 4 and 5 of the Bridge Renewal Programs, the design and construction for two bridges under Round 4 and two in Round 5 and the design of another two in Round 5. Redfrost also successfully project managed the design and construction of the replacement of 8 timber bridges with concrete bridges under Round 3.

Project management included preparation of Development Applications for 2 bridges, land acquisition negotiations, utilities relocations, design management, construction management and program reporting and claims. Significant project challenges included changes to the bridge code in 2017 for flood loading provisions, encountering extremely hard rock requiring an imported drill head and increased bridge lengths to meet a change in the interpretation of the Fisheries requirements. Our team was successful in securing additional funding from the Australian Government through the Bridges Renewal Program due to these changes.

South Burnett Regional Council was activated under the National Disaster Relief and Recovery Arrangements (NDRRA) in October 2018 and several times under the Disaster Recovery Funding Arrangements (DRFA) in 2020, 2021 and 2022 after multiple significant rain events.

In October 2018 severe hail damage resulted in mass vegetation and debris removal from roads and removal of dangerous broken branches overhanging roads. During subsequent 2020, 2021 and 2022 weather events, heavy rainfall and flash flooding impacted Council’s road network resulting in significant gravel and sealed road restoration, floodway repairs and pipe and culvert clearing

Logan City Council was activated under the Disaster Recovery Funding Arrangements (DRFA) in February 2020 and March 2021 after major rain events. Council was again activated after another significant rain event in February 2022, and major storm damage in December 2023.

The heavy rainfall and flash flooding from these events impacted hundreds of assets across Council’s road and drainage networks resulting in significant gravel road and sealed pavement restoration, major scour repairs to stormwater outlets, pipe relining, landslips and a large number of minor concrete and drainage repairs.

Redfrost project managed these events which included damage assessment, submission preparation, tender preparation/review, contract administration, design and construction management, reporting and claims during the Restoration of Essential Public Assets (REPA) and Betterment phases.

Scenic Rim Regional Council was activated under the Disaster Recovery Funding Arrangements (DRFA) during the late 2019 bushfires. The fires damaged existing timber guardrail posts on Head Road removing protection for road users. Reinstatement of the guardrail required stabilisation of the embankment. Redfrost prepared submissions and are project managing the design and construction of the restoration works.

Since February 2020 Council have been activated for multiple heavy rain events and flash flooding. Hundreds of assets across Council’s road network have been damaged, often multiple times. This has resulted in significant gravel and sealed road restoration, drainage repairs, landslips, major culvert and floodway repairs or replacements.

Redfrost project manages these events which includes initial emergency works coordination, damage assessment, submission preparation, tender preparation/review, contract administration, design and construction management, progress reporting and closeout.

Redfrost managed the preparation of the successful Expression of Interest and grant submissions under Round 4 of the Building Our Regions funding program. The Beaudesert Enterprise Precinct involves the creation of 32 new industrial lots fully serviced with water, sewerage and electricity as well as the upgrade of the intersection of Enterprise Drive and Mt Lindsey Highway.

Project scope includes major earthworks, retaining walls, roadworks, drainage, sewerage, water, electrical, stormwater and the construction of a new signalised intersection.

Redfrost managed the preparation of the successful Expression of Interest and grant submissions under the Unite and Recover Community Stimulus Package and Works for Queensland funding programs. Funding was received for a major upgrade to the Lake Moogerah Caravan Park which included upgraded electrical, water supply and effluent systems, water treatment plant as well as the construction of accessible and modern amenities and camp kitchen facilities. This upgrade won the IPWEA-QNT 2023 Environment & Sustainability Award.

Utilities construction works included the installation of underground electrical lines and associated distribution boards, new clean water and effluent piping networks, the installation and commissioning of a water treatment plant as well as an effluent storage and pump out facility. An existing amenities block was also demolished and replaced with upgraded facilities incorporating a larger amenities building and camp kitchen complete with fridges, microwaves and barbeques. This included concrete foundations, slab and path construction, blockwork walls, structural steel, roofing, carpentry, electrical, plumbing, and landscaping.

Redfrost were awarded the project management of the design and construction phases, including design management, construction procurement involving tender preparation, review and evaluation of submissions and award through to contract administration, reporting and claims.

Old Stanthorpe Road upgrade incorporates two sections between Blakes Road and Mahers Lane, taking these sections from a single lane sealed road to two lane 7.0m width formation. The project includes an overlay and widening to the existing pavement, upgrades to all culvert crossings (including a green mapped waterway), tree clearing and new linemarking and signage. Design was undertaken in accordance with Lower Order Road Design Guidelines and included coordination of geotechnical investigations as well as environmental and cultural heritage assessments.

Park Road upgrade involves reconstruction of the existing pavement to 9.0m formation including new mountable kerb and channel both sides for approximately 300m, new concrete footpath, relocated pedestrian crossing point and indented bus bay. Design was undertaken in accordance with Austroads guidelines.

Redfrost were involved in project management and RPEQ certification of detailed design documentation for these upgrades.

The previous culvert across the Flinders River on Villa Dale Road was severely damaged during a major flooding event in February 2019. The decision was made to build a new bridge further upstream, placing the crossing in a more stable location. This also allowed traffic to continue using the road during construction. The stream bed was repaired and rehabilitated after the damaged culvert was demolished.

The new bridge and associated roadworks increases the resilience of Villa Dale Road by allowing the road to stay open during future flooding events. This will enable safe and secure access for Council, residents and emergency services during extreme events regularly experienced in this area. This project was funded under the Disaster Recovery Funding Arrangements (DRFA).

Redfrost were Superintendent of the AS4300 design and construction contract which involved peer review of the design, contract administration and site inspections.

Ross Crossing Bridge was a low-level timber bridge with gravel approaches which is constantly inundated during rain events. Due to this inundation, the bridge and approaches were regularly damaged and in most cases the crossing became unable to be traversed, affecting multiple primary producers, school bus routes and residents. Damage to this crossing also reduced the ability to provide emergency and community response during the larger inundation events seen by the North Burnett Region in recent years.

The project increased the resilience of the Ross Crossing Road asset by replacing and raising the bridge deck, installing new timber piles, bracing and constructing concrete approaches. The bridge will now be less affected by inundation or high velocity flows and enable safe and secure access for Council, residents and emergency services shortly after an extreme rain event. This project was funded under the 2018-2019 Queensland Disaster Resilience Fund (QDRF).

Redfrost were involved in the design, project planning, estimating, funding application and administration (including claims and reporting), management of the construction tenders, construction management and inspections.

Construction of new kerb and channel was required at Walker Street, Warwick to mitigate drainage issues on the down slope properties. Replacement of existing damaged kerb and channel at Palmerin Street, Warwick was necessary due to severe cracking and displacement of the existing kerb.

Works included 81m of kerb and channel and two driveway crossovers at Walker Street as well as 190m of kerb and channel, two driveway crossovers and two pram ramps at Palmerin Street.

North Burnett Regional Council is regularly activated under the previous National Disaster Relief and Recovery Arrangements (NDRRA) due to significant rain events resulting from tropical cyclones, low pressure systems and surface troughs in the Central Queensland area. The impact to Council’s infrastructure is often extensive. During these events, the majority of Council’s road network has been impacted including nearly 700 sealed and unsealed roads and over 25 floodways, major culverts and bridges requiring remediation or replacement.

In addition to initial damage assessment, preparation of submissions and project /construction management of Counter Disaster Operations, Emergency Works and Reconstruction of Essential Public Assets, Redfrost successfully prepared submissions for, and project managed, an additional $10.9M in Betterment funding to improve resilience of Council’s road network. During this period Redfrost also assisted Council with programming and management of maintenance and capital works.

Scenic Rim Regional Council was impacted by Ex Tropical Cyclone Debbie, a one-in-500-year flood event on 30 March 2017. The impact to Council’s infrastructure included damage to half of Council’s road network, including three quarters of the region’s gravel roads. The restoration works totalled approximately $50 million and a further $10 million was secured from Betterment funding including two additional bridge replacements, floodway reconstructions and extensive foamed bitumen pavement stabilisation.

Four timber bridges and nine concrete floodways sustained extensive damage requiring replacement. Four major slip sites required engineered remediation, more than 500,000 tonnes of gravel placed on 643km of the unsealed road network and 110,00m2 of sealed pavement was restored.

Redfrost project managed the full infrastructure recovery including initial damage assessment, submission preparation and Emergency Works. During the Reconstruction of Essential Public Assets phase this included design management, tender preparation and review, cost management, contract administration, construction management, reporting and claims to the Queensland Reconstruction Authority.
